Jan Kruys

Jan Kruys has more than 20 years of experience in spectrum regulations, technology analysis, systems engineering and standardization. He has held leadership positions with companies including NCR, Lucent Technologies, Agere Systems, and most recently Cisco Systems. His technical expertise includes RF signal propagation analysis, spectrum sharing methods and techniques, protocols for RLANs and wireless mesh systems. Prior experience includes network security architecture and standards (ECMA-219)

Jan has extensive experience developing new technologies and standards. He recently chaired and assisted with regulatory teams in the Wi-Fi Alliance, the WiMAX Forum, and ETSI. Jan has also participated in the IEEE 802.11 Committee on the Mesh standard and worked with ETSI on DFS specifications. His early participation in ETSI and a number CEPT project teams and in the ITU-R preparations for WRC 2003 resulted in the allocation of 455 MHz of license exempt spectrum for RLANs. Earlier in his career, Jan participated in two major EU R&D projects at Lucent: Magic Wand, which developed a wireless ATM demonstrator and FITNESS, which developed MIMO based demonstrators for 3G and Wi-Fi.

Recently, together with fellow OakTree consultant, Luke Qian, Jan co-authored a book on spectrum sharing titled “Sharing Spectrum with Commodity Technologies; it will be published by Springer in July 2011.

Jan is located in the Netherlands and has established contacts with regulatory policy experts and policy makers in the EC, and a number of EU member states, including the UK, France, Germany and the Netherlands as well as in the research community in the Netherlands and in the US.
